Can you identify this cartridge?

While editing the 13th Edition of Cartridges of the World I have come across some weird cartridges. Granted, most have been wildcats. A friend gave me this cartridge at SHOT Show. Can you identify what it is and explain what it is used for?

    If i’m not mistaken, it’s a round for the spotter rifle on a Mk153 SMAW.

    Not much more, just used it while I was in The Suck. I think it’s 7.62×51 necked out to 9 MM. The nomenclature on the cartridge is the MK217 Mod 0. Here’s a box for sale on gunbroker that gives a better look @ the cartridge.
